The uncompressed tar, headers included, exceeds 64 MiB.

The uncompressed tar inside the archive, including its 512-byte headers and padding, is larger than 64 MiB. Decompression stops as soon as the limit is passed.

Why it happens

The archive is checked while it is decompressed: by disko publish on its own output, by the registry on upload, and by room hosts before loading. A project can stay under the 10 MiB compressed limit and still exceed 64 MiB uncompressed when its files compress very well.
